URI brings an optimize-and-maximize approach when beginning work in a particular country, tailoring the approach to local conditions. We identify clusters of existing capacities to support a new project, including skilled craft workers, vocational training institutions, food and hospitality, and local equipment and technology. We then conduct customized programs that maximize the participation of local workers and suppliers in construction work, thereby building experience and enhancing local skills. Because every context is unique, we implement specialty programs, such as workshops to prepare small businesses for post-construction work, apprenticeship programs to advance high-potential workers, indigenous workforce development, and mentoring future civil servants to operate and manage projects. These efforts modernize workforces and help small businesses to be competitive in future opportunities—whether with URI or other projects.
